fufesou 03a7fc5992 fix(flutter): align terminal shortcuts with platform conventions (#15970)
* fix(flutter): align terminal shortcuts with platform conventions

Signed-off-by: fufesou <linlong1266@gmail.com>

virtual Ctrl/Alt modifiers on Linux. Add regression coverage.
