layer-shell: drop hard-dep on shortcut-inhibit

soften dependency off layer-shell backend to make
https://wayland.app/protocols/keyboard-shortcuts-inhibit-unstable-v1
optional.

This allows partial functionality on compositors that don't support
the protocol, e.g. labwc.
