conversion consistent, and derive hotspots from the actual scaled bitmap.
Pad tall Linux native cursor buffers with transparency to
preserve the lower half in the hardware cursor plane.
Cover bitmap sizing, hotspots, artwork preservation,
and painting with focused regression tests.
